MEMORANDUM TO ODISHA GOVERNOR BY ODISHA GANA SAMAJAReport; Bureau, Odishabarta 

 

ODISHA GANA SAMAJA DHARANA BEFORE RAJ BHAVAN TO PRESS DEMANDS FOR CBI PROBE, DISMISSAL OF STATE WOMEN COMMISSION CHAIRPERSO​N AND ACTION AGAINST D.I.G. CENTRAL RANGE.

 

BHUBANESWAR: February 18,2012: Odisha Gana Samaja,(OGS ) held a dharana in front of Raj Bhavan, Bhubanwar as scheduled earlier. Leaders and members of all non-BJD parties, civil societies, women organisations, intellectuals, youths and students joined the dhara to press the demands of the Samaja.

 

The main demands included C.B.I. probe into Pipili gang rape and gang rape and murder of Susmita Patra of Chandanpur, dismissal of State Mahila Commission Chairperson, Smt. Jyoti Panigrahi and disciplinary action against D.I.G. Central Range for gross violation of Govt. Servants Conduct Rules.

 

The delegation to Raj Bhavan was lead of Joint Conveners of OGS Prasanta Patnaik and Rabidas along with Aryakumar Jnandra , Gen. Secy of Orissa P.C.C., Ashok Sahu, Vice-President of BJP, Dibakar Nayak, Secretary of C.P.I. State Committee, Suresh Panigrahi, C.P.I. (M), Pravat Panigrahi, C.P.I. (M), Naba Mohanty, C.P.I. (M), Bikram Nayak,C.P.I. (M), Sudarshan Pradhan, Secretary, Samajwadi Party, Mahendra Parida and Radhnakanta Sethi of CPI (ML) Liberation, Rabi Behera, President Samajwadi Party, Odisha, Kshetra Mohan Das, Ashok Das etc.

 Respected Rajyapalji,

 

With deep shock and utter disbelief we the concerned citizens of Odisha would like to bring to your kind notice yet another fact which would shake and shatter any citizen's minimum faith in the government and administrative system of the day. The Government has turned out to be nightmare for women of the state and this  has been abundantly proved in the Pipli gang rape case followed by gang rape and murder of 15-year old Sasmita Patra, and all other rape cases reported from across the state. 

 

A dalit girl who could gather the courage to depose before the court in a rape case committed by powerful local anti-social elements with ruling party affiliations three years latter herself becomes a victim of gang rape and attempt to murder by the same forces. Not only that, the earlier victim also has mysteriously died giving rise to speculation of a well thought out murder and not suicide as officially stated. The incidence that occurred on November 28, 2011 causing the gang rape and attempt to murder of the dalit girl who was witness to the rape of 2008 was also part a criminal conspiracy. In both  cases the complicity of the police  has been exposed. The way the police handled the whole case in the last three years and  the way the state run hospitals behaved with a dying victim of rape could no more be kept away from public eyes.

 

Though the National Women Commission have come out with a report confirming rape of the victim and utter negligence of the police and the doctors in dealing with the case, Smt. Jyoti Pangigrahi, Chairperson of State Mahila Commission had released a report denying the allegation of rape and putting the blames on the doctors only while giving a clean chit to the police who had played mysterious role in suppressing the crime.

 

We are thankful to your honor for asking the State Mahila Commission Chairperson to carry on the probe again and to submit its report since you were not satisfied with her report.

 

Similarly the role of police D.I.G. Central Range in his attempt to suppress the brutal murder of Sasmita Patra of Chandanpur by going out of way to call for a media conference and claim that Sasmita Was not raped have exposed the role of the senior police officer, which was meant to influence the investigation and the process of law. The so-called report of the forensic team quoted by the D.I.G. seems to be fabricated to help the criminals since the Forensic Science Team have not examined the body of the victim nor her clothes, as the they arrived the spot almost about an year after this gruesome murder.

 

Under above circumstances, we appeal your honour to take appropriate steps for probe by the C.B.I. into both the cases of Pipili and Chandanpur, to dismiss Smt. Jyoti Panigrahi from the post of Chairperson, State Mahila Commission and to take disciplinary action against the D.I.G. Central Range for gross violation of Govt. Servants Service Rules by his uncalled for action.

 

We would further request you to kindly ensure all possible treatment to the victim to save her precious life at any cost and oblige.
